Parking Notice to Rio Vista Core Homeowners and Residents

The Rio Vista Police Department wants to inform you about planned parking and code enforcement in your neighborhood. Through a combination of mailers and social media, all residents of this neighborhood will be advised of our intent in targeting cars, RVs and boat trailers parked on the alleys and secondarily looking for derelict vehicles on the street as well as cars, boats or RVs parked on property but on unimproved surfaces.

The goal of this operation is to both beautify as well as protect the community. Large vehicles parked on the street are visual hazards that can cause accidents or injuries and vehicles that could leak fluids onto grass or dirt could contaminate the city water table. This intended flyer and social media posts are put out giving residents who may be in violation of the city code plenty of time needed to rectify issues addressed above. Our goal is not to ticket or tow anyone’s vehicles and if we happen to find no violations in the near future, we hope it was due to your voluntary compliance.

Please know that we do not like taking enforcement action if it isn’t needed. We prefer to educate people about city codes. Our goal is to clean up the neighborhood through code compliance and ultimately make it safe. We greatly appreciate your help in the matter. Vehicles that are a Nuisance: 8.16.030 – Nuisance Abatement.

Abandoned, wrecked, disabled, dismantled or inoperative vehicles or parts thereof except inoperative vehicles that are not abandoned and are in an active state of renovation or restoration. For purposes of this chapter, “active state of renovation or restoration” means that the vehicle is actively being restored or renovated in a manner intended to make the vehicle operational and shall not include restoration or renovation that solely improves the interior or exterior appearance, but not the operation, of the vehicle. A vehicle shall only be permitted to be in an active state of renovation or restoration for a period that shall not exceed ninety (90) days, whether consecutive or nonconsecutive, out of any twelve (12) month period, d. Stagnant water or excavations, e. Any personal property, object, device, decoration, design, fence, structure, clothesline, landscaping or vegetation which is unsightly by reason of its condition or its inappropriate location, f. Vehicles, whether motorized or non-motorized, parked upon any lawn or other unpaved surface lying within any front yard or street corner side yard, unless the vehicle is parked on a driveway which provides access to a required parking space or lot.

Fire Access: 8.20.120 Section 202 of the 2016 California Fire Code.

Requires that a fire truck be able to pass regardless of whether it is public or private.  The enforceable section of 8.20.130 says that if the alley is less than 28 feet in width, no parking is allowed; between 28 and 35 feet, parking is allowed on one side; if the alley is over 35 feet in width, parking is allowed on both sides.

For Vehicles: Rio Vista Municipal Code 10.12.030 Parking – General time limitations.

A. No person who owns or has possession or control of a vehicle, including but not limited to a recreational vehicle, boat or trailer, shall park or leave the vehicle standing on a public street, way or any public parking facility within the city for a period of seventy-two (72) hours or more. For purposes of this chapter, a vehicle is considered parked or left standing if it remains in the same location or has not been moved at least one-half mile during the seventy-two (72) hour period.

For the trailers: Rio Vista Municipal Code 10.12.200 – Parking of certain trucks and trailers in residential areas.

C. Unattached Trailer and Semi-Trailer Parking Restriction. Trailers and semi-trailers are prohibited from parking in residential areas. A trailer or semitrailer shall not be parked upon any street, alley, public way or public place in residential areas. This section shall not apply to trailers or semi-trailers in the process of being loaded or unloaded, nor shall it apply to any trailer or semi-trailer which is disabled in such a manner and to such an extent that it is impossible to avoid stopping and temporarily leaving the disabled trailer or semi-trailer on that portion of the highway, street, alley, public way or public place ordinarily used for vehicular parking. A disabled trailer or semi-trailer shall not be temporarily parked along a public right-of-way for more than twenty-four (24) hours. (Ord. 004-2016 § 3)

When you park illegally

You obstruct the view of other drivers, pedestrians, and cyclists

You impede traffic flow (including public safety vehicles)

You increase the chance of a collision
